thenceforth administer the Government of the Island and make all necessary
arrangements for its defence against negri aggression. You will cause to be
built such fortifications as may be required to protect the Shipping in
the roads; and such Barracks as may be sufficient for the accommodation of the Garrison to be maintained
on the Island. You will be careful

to select positions for the Barracks
which are most likely to be healthy,
and
will
not allow
any
buildings
& to be raised by private persons which
can at all
impede
the circulation
of air in the neighbourhood of the Barracks, or interfere with the free
movement
of the troops if their services should be required.
